Production of a Story-Led Video on the Pembrokeshire Community Hub

Pembrokeshire Association of Voluntary Services (PAVS) hosts the Pembrokeshire Community Hub, a one‑stop shop for community information, advice, and wellbeing support. The Hub is grounded in strong partnerships between the Local Authority, Health Board, GP surgeries and the County Voluntary Council (CVC), helping ensure joined‑up access to community resources and preventive support. Central to the Hub’s model are its place-based Community Connectors, solution finders for the Hub who take a person‑centred “What Matters” approach and support social prescribing linked to the Five Ways to Wellbeing.
This commission sits within a wider Welsh policy and infrastructure environment in which voluntary and community organisations play a critical role. According to WCVA and its national network, the third sector is essential to delivering wellbeing, cohesion, poverty mitigation, regeneration, and environmental sustainability across Wales. These organisations frequently provide trusted, place‑based support often stepping in where public services are stretched or retreating, and are increasingly relied upon by citizens and public bodies.
WCVA and the County Voluntary Councils (CVCs) like PAVS together form the backbone of Third Sector Support Wales (TSSW), providing national, regional, and local infrastructure for the voluntary sector. Their mission is to act as a catalyst for positive change by connecting, enabling, and influencing – an approach that directly aligns with the collaborative, community‑centred ethos of the Pembrokeshire Community Hub.
Despite the growing importance of community‑based organisations, WCVA notes a lack of cohesive national policy to recognise, support, and invest strategically in the sector, risking fragmentation and missed opportunities. Together with Building Communities Trust, they are commissioning research to help underpin a Communities Policy. PAVS has been invited to contribute to this research as the The Pembrokeshire Community Hub demonstrates what is possible when statutory bodies, the CVC, and communities work together in partnership to create active, connected, resourceful and sustainable places where people can live well.
This video will document the Hub’s origins, achievements, partnerships, and future trajectory, illustrating how collaborative infrastructure enables social value and improved wellbeing across Pembrokeshire.

2. Purpose of the Commission
The commissioned supplier will create a compelling narrative film that:
- Tells the story of the Pembrokeshire Community Hub, from its establishment to the present.
- Illustrates the partnership model between PAVS, statutory services, and the community.
- Demonstrates how the Hub works alongside Community Connectors to improve wellbeing and connect individuals to support
- Highlights collaboration with third sector organisations and the wider community ecosystem.
- Explores the future development of the Hub and its role in building community resilience.
- Showcases how the Hub delivers social value across Pembrokeshire.
The video must be engaging, accessible, and suitable for online platforms, events, and presentations.

- A proposal detailing your approach to the work
- Relevant experience/expertise/similar work undertaken
- Availability in March, April and May 2026
- Day rate inclusive of VAT (if relevant) and all associated costs
- Conflicts of interest and any other information that may be relevant to the appointment process.
Consultants will be expected to have the necessary computer, phone, camera and recording equipment to deliver this work. On appointment, consultants will be required to sign an agreement covering issues of confidentiality, information sharing, professional integrity, impartiality, etc.
Decisions will be taken based on expertise, experience, availability, flexibility and price. Interviews may be undertaken as part of the decision-making process, if considered necessary.
