Minister's
focus on public services.
Andrew Davies,
the Minister for Finance and Public Service, had his first meeting
with the third sector networks under the auspices of the National
Assembly Voluntary Sector Scheme in January. The meeting focussed
on the 3rd Sector's contribution to the public service reform agenda,
with particular reference to its role in citizen engagement, partnerships
and commissioning, service delivery and scrutiny.
The next
half yearly meeting will focus on how the actions relating to third
sector involvement in public services will be implemented.
The next meeting date
is yet to be announced.

PCC
& LHB Small Grants Programme 2007- 08
For those
interested in smaller amounts of funding, information on the joint
Local Health Board /Pembrokeshire County Council Social Care &
Housing Small Grants Scheme will be made available from PAVS on
a yearly basis.
This year the joint agency
gave priority to applications for funding under the scheme which
supported some of the core business elements. Including:
- Supporting hospital discharge
- Supporting prevention of admission to hospital
- Supporting carers
- Supporting people to be independent
- Supporting people to live in their own homes
- Supporting people to be responsible for own health
The closing date for the
applications was the 15th February 2008.
Details of the 2008/ 2009
funding will be posted here as soon as they are available.

Community
Care Commissioning Plan
In line with WAG guidance,
PCC Social Care and Housing has recently developed a Commissioning
Plan for Older Persons Services. In order to meet the requirements
of the NSF for Older People, this plan now needs to be developed
into a Partnership Plan. Through the Adult Coordinating Group, comments
have been requested from all partner agencies.

Building
Strong Partnerships Event
A successful event was
held at Pembrokeshire College on 3rd July, almost 50 people attended
to hear a number of excellent speakers.
The speakers have kindly
agreed to have the presentations placed here online for those who
missed the event, or for any participants who did not want to take

John Pepin - Presentation

Paper
John is an accomplished
non-profit Chief Executive, Board Member and consultant with significant
experience in the voluntary sector. John has developed his approach
to partnership working through years of practical experience, combined
with extensive research on collaborative working in the third sector.
Information Sharing
Eira Owen-Frazer
Eira was originally seconded
from the South Wales Police to work as the Information Sharing Officer
for Cardiff Children & Young People’s Partnership. In
that role, she succeeded in working with partners across all sectors
to establish and implement practical information sharing protocols.
More recently, she has advised on information governance as part
of the Care First initiative. Her presentation will look at the
key barriers to information sharing and how these can be overcome.

with the Local Authority and Health Trust

a multi-agency and cross-sector partnership in North Wales set up
to prevent re-offending by providing an integrated package of support
and training to their clients

BUILDING STRONG BRIDGES
In October 2000 the Minister for Health and Social Services announced
a £3m programme over 3 years to meet the cost of employing
health and social care facilitators in all County Voluntary Councils
(CVCs) in Wales.
The Health and Social Care Facilitator working in PAVS provides
support to the Voluntary Sector to develop and sustain strong partnerships
within the sector and strengthen links with statutory providers.
The Health and Social Care Facilitator is employed to promote joined
up thinking, acting as a bridge that links together the Assembly,
Welsh Council for Voluntary Action, PAVS, Local Health Board, Local
Authority, Health Trust and the Voluntary Sector. This will help
to produce more effective strategies and so more responsive services
to the community.
The post will help enhance the voice of the voluntary sector as
equal partners in the development of local health strategies and
partnership working in Pembrokeshire.
The aim of the post is to:
- Increase participation of voluntary sector with the Local Health
Board
- Provide support to the voluntary sector and carer representative
on the Local Health Board.
- Work with new and existing health based alliances
- Develop and support local Health and Social Care networks
- Promote the role and contribution of the voluntary sector to
other Health and Social Care agencies
- Identify local training needs
- Support partnership working to assess and address local health
and social care needs
