Consultation Paper: PROPOSALS TO CHANGE THE STRUCTURE OF THE NHS IN WALES

The One Wales document committed the Welsh Assembly Government to end the internal market in order to improve health services for patients. In line with this commitment, the Minister for Health and Social Services has today issued the linked Consultation Paper (see below).

This Consultation Paper is being circulated electronically for a twelve week consultation period up to the 25th June 2008.

During the twelve week consultation period, a series of specific technical consultation events will be held by the Welsh Assembly Government with NHS and other statutory bodies, together with more local consultation events with patient and public groups.  Further details will be posted here once they are known.

The areas for consultation include:

  1. Abolishing the Internal Market in Wales, by providing funding from the Welsh Ministers or a National Board directly to NHS Trusts and Local Health Boards;
  2. Three options for establishing a National Health Service Board for Wales;
  3. A reduction from twenty-two (22) to eight (8) Local Health Boards in Wales (including Powys Local Health Board);
  4. Transferring the management and provision of Community Services from NHS Trusts to Local Health Boards;
  5. The constitution and membership of the new Local Health Boards in Wales;
  6. The constitution and membership of NHS Trusts in Wales; and
  7. A possible revised model for providing shared services, such as procurement, certain legal services and estates advice across Wales.

Designed to Add Value - A Third Dimension

Consultation

In order to inform future strategic developments between Health, Social Care and the voluntary sector the Assembly has produced a strategic review (Designed to Add Value) in consultation with the voluntary and statutory sectors as part of Building Strong Bridges. The consultation on thedraft document ended at 5pm on 5th May 2008 following a 12 week consltation, and a Pembrokeshire Volntary Sector response was submitted.  More....

Consultation: The National Framework for Continuing NHS Health Care

December 2007, Final Draft for Consultation

Welsh Assembly Government has produced a framework for NHS Continuing Healthcare. It provides guidance to assist decision making on the provision of NHS health care for adults, and the arrangements to support this decision-making, including disputes and complaints procedures.

Attached to the revised framework is a ‘decision support tool’ which has been produced by the Department of Health for England. It is proposed that this should be used in Wales with the aim that it provides a more consistent approach in the interpretation of the eligibility criteria for Continuing NHS Health Care.

As part of the assessment the document supports person centred planning for to help with assessment and decision making for people with learning disabilities.

Deadline for comments: 30th May 2008.

People, Places, Futures: The Wales Spatial Plan 2008

Update Consultation

A consultation on the "Wales Spatial Plan Update 2008: People Places Futures" ran for 12 weeks from 31st January to 24th April 2008.

The document sets a vision for how each part of Wales should develop economically, socially and environmentally over the next 20 years and will guide the way the Assembly Government spends its money over the coming years.

Voluntary Sector Partnership Council

In pursuit of its intention to work effectively with the voluntary sector, as laid down in Chapter 3 of the Voluntary Sector Scheme, the Assembly has established a Voluntary Sector Partnership Council.
This Council consists of eleven Assembly Members and twenty-four representatives appointed from the voluntary sector.

A review of the Scheme has recently been completed and an Action Plan developed  - see below.

PCC'S Funding Code of Practice 

This is the final version now endorsed by PCC. Training for senior PCC staff members starts in July to raise awareness across all Directorates.

The Code is also being discussed with the Local Health Board. The Board is happy with the document in principle. Some of the detail may need to change slightly.
